The National Government established in the Congress of the Republic the National Development Plan 2018-2022 ' Pact for Colombia, pact for equity' , with investments close to $ 1,100 billion.
This Development Plan was built from the territories, by the hand of all the social sectors that made their bets, not only to enrich the document, but also to prioritize initiatives and projects aimed at improving their living conditions and promoting economic and social development. social of their regions.
In this participatory process, 48 departmental tables and 8 regional workshops, forums and sectoral and academic meetings were held, attended by more than 10,000 people who made nearly 1,000 proposals to be included in the plan.
Those meetings were attended by departmental and municipal authorities, trade union representatives, civil society organizations (watchdogs, community action boards, vulnerable population), youth organizations, political parties, among other strategic actors.
In addition, for the first time in the history of Colombia, the portal www.pactoporcolombia.gov.co was enabled by means of which some 15,000 citizens joined the construction of the National Development Plan with more than 2,500 proposals, of which 873 were included. in the final document.
This Plan is focused on the future, in the next decade, and aims to reach by 2030 the goals of the Sustainable Development Goals (SDGs), which aim to end poverty, protect the planet and ensure that all people enjoy prosperity.
Likewise, this Pact for Colombia, pact for equity , bets on a modern, agile and efficient government that has institutions at the service of the people and where public spending is transparent so that it transforms into works of great social impact.
" Pact for Colombia, pact for equity has expectations, dreams, projects, proposals and concrete needs of the Colombian people, for that reason, we are confident that the articles that we present to the Congress of the Republic are a document that will allow us to advance in our goal of reducing poverty and inequality, and advancing equity This National Development Plan is the plan of all Colombians, "said Gloria Alonso, director of the National Planning Department (DNP).

Legality + entrepreneurship = equity

The National Development Plan 2018-2022 is made up of 25 agreements. In addition to legality, entrepreneurship and equity, there are transversal agreements related to sustainability, transport and logistics, digital transformation, public services, mining-energy resources, identity and creativity (orange economy), peace building, among others.
For the first time, a pact for decentralization is included: Connecting Territories, in which nine regions were defined, identifying the archipelago of San Andrés, Providencia and Santa Catalina as a specific territory, as well as Pacific, Caribbean, Center, Santanderes, Amazonia , Eje Cafetero and Antioquia, Orinoquia - Llanos y Oceanos.
The National Development Plan 2018-2022 as an accelerator of growth and social change, prioritizes the efficiency of the productive system through regulatory improvement, digital transformation, greater efficiency of spending, as well as the connection with the territories, their governments and their populations.
The Plan will lead us to Colombia reaching the highest investment rate of this century: 25.7 percent. In addition, productivity will double its annual growth, which will translate into higher GDP growth, reaching 4.5 percent.
This dynamism of the economy will be leveraged with transformational goals in several key sectors such as agriculture, the orange economy, construction and the generation of energy. More than half a million agricultural producers will have technical assistance and 300,000 will benefit from the "Agriculture by contract" program that guarantees fair prices for their crops.
The " Pact for Colombia, pact for equity " will develop the potential of the orange economy. The sectors of these creative and cultural industries will almost double their annual growth going from 2.9 percent to 5.1 percent.
The Plan consolidates the housing initiatives that the government has launched in its first six months. The housing improvements will reach 600 thousand while the initiated VIS will reach 520 thousand. This bet reflects the unprecedented initial articulation between the Ministry of Housing, the Department for Social Prosperity and the Ministry of Agriculture.
This National Development Plan will transform the country's energy matrix. The clean energy generation capacity will grow from 60 MW today to 1,500 MW at the end of the government.
Additionally, during the current four-year period, at least 1.6 million jobs will be generated. "The creation of employment in the next four years will bring the unemployment rate to 7.9 percent, the lowest since the mid-nineties," said Gloria Alonso, DNP director.
The greatest impact will be on reducing poverty, from which it is expected to reach 2.9 million people and from extreme poverty to 1.5 million, while 2.5 million people would emerge from multidimensional poverty.

The Investment Plan
The National Development Plan projects an investment of close to $ 1,100 billion, of which $ 779.5 billion correspond to resources that can be regionalized.
The sources of the resources of the Plan are distributed as follows: public sector $ 729.6 billion, equivalent to 66.6% of the total, and private sector $ 366.5 billion (33.4%).
Among public resources, $ 352.2 billion come from the General Budget of the Nation; $ 167.8 billion from the General Share System; $ 128.1 billion of resources from the territories; $ 47.7 billion from the Industrial Companies and $ 33.7 billion from the State Commercial and General Royalty System.
The $ 1,100 billion expected for investment will be distributed as follows: equity, to which 46.3% of the resources corresponding to $ 507.9 billion will be allocated, while entrepreneurship and competitiveness will allocate $ 306.1 billion already the legality $ 126.1 billion.
Upon the implementation of the National Development Plan, President Iván Duque highlighted the participation of Colombians, who from the more remote regions made their contributions to help build the road map of the Government for the next 4 years.
